Tesco runs the biggest supermarket forecourt estate in the country, attached to superstores and Extras rather than standing alone. The fuel is a footfall instrument: the point is the shop behind it, and the price is set to get you into the car park.
Clubcard is the difference that does not show in the pence-per-litre. Points earned on fuel convert into vouchers and Clubcard Prices in store, so the effective cost of a Tesco litre is slightly below the number on the sign for anyone who actually redeems them. Whether that closes a gap to a cheaper forecourt depends entirely on how much you spend in Tesco.
Tesco also sells Momentum 99, a 99-octane super unleaded, at a subset of sites — unusual for a supermarket, and priced well under the equivalent grade at the oil majors.

Coverage explains a good deal of what looks like brand pricing. Fuel is cheaper in some regions than others whatever the sign says, so a chain weighted towards the cheaper ones shows a lower national average without any of its sites pricing unusually.
Tesco is averaging £1.69 a litre for E10 petrol across 511 UK forecourts — £92.89 for a 55-litre tank. The cheapest Tesco forecourt in the country is currently £1.56.

Yes — Clubcard points on fuel. Loyalty shifts the effective price by an amount that depends on how much you redeem rather than how much you fill, so it is worth counting only if you actually use it.
Yes — Momentum 99 at selected sites. It is averaging £1.79 a litre, 9.9p above standard E10. Whether a higher-octane grade does anything for your car is a question for the handbook, not the advertising: most engines are tuned for 95 RON and gain nothing from 97 or 99.
